Job Summary

Under the supervision of the Senior Marketing Officer, the Marketing Officer supports the implementation of agricultural marketing policies, programmes, and district-level plans to promote market development. The role involves coordinating marketing activities, collecting and analyzing market intelligence, and ensuring effective dissemination of market information to stakeholders. The incumbent also supports import and export control, implements quality control measures, compiles and manages marketing statistics, and contributes to the monitoring and evaluation of extension and research programmes. Additionally, the role promotes the development of livestock and crop agro-industries, including enterprise development initiatives.

2.2 Market Research and Marketing Information

• Collect, compile, and analyze market data, including prices, volumes, and market trends.
• Support market research studies using approved methodologies.
• Maintain marketing information systems and databases.
• Facilitate dissemination of market information to farmers, traders, and stakeholders.

2.3 Quality Control and Standards Implementation

• Support the implementation of quality control measures for agricultural products.
• Monitor compliance with quality standards in markets and value chains.
• Provide technical advice on quality assurance and product handling.

2.4 Import and Export Control Support

• Assist in monitoring local production levels to inform import and export control decisions.
• Support the administration of permits and related documentation.
• Monitor compliance with import and export regulations.
• Provide data to support regulatory improvements.

2.5 Inspection and Compliance Monitoring

• Conduct inspections of markets, traders, and agro-enterprises.
• Verify compliance with agricultural marketing regulations and licensing requirements.
• Prepare and submit inspection reports with findings and recommendations.
• Follow up on non-compliance cases and corrective actions.

2.6 Marketing Programme Coordination

• Support coordination of district marketing activities and programmes.
• Assist in preparing work plans, activity schedules, and progress reports.
• Liaise with district stakeholders to facilitate programme implementation.

2.7 Agro-Industry and Enterprise Development

• Support development of agro-processing, manufacturing, and value addition initiatives.
• Identify business opportunities in livestock and crop value chains.
• Monitor agro-industry performance and report progress.

2.8 Monitoring and Evaluation

• Support monitoring and evaluation of extension and research-related marketing programmes.
• Collect field data and contribute to performance assessments.
• Assist in preparing monitoring and evaluation reports.

2.9 Licensing Administration Support

• Assist in processing applications for agricultural trade licenses.
• Maintain records of licenses, renewals, and compliance reports.

2.10 Stakeholder Engagement and Extension Support

• Support training and capacity-building initiatives for farmers, traders, and cooperatives.
• Facilitate linkages between producers and markets.
• Assist in organizing outreach activities and market promotion events.

2.11 Administrative and Resource Support

• Maintain records of activities, data, and reports.
• Support identification of training needs and logistical arrangements.
• Ensure proper use and accountability of assigned resources.

2.12 Policy Review, Analysis, and Market Research Studies

• Develop methodologies for policy analysis and market studies.
• Monitor implementation of programmes and recommend improvements.
• Organize and participate in meetings to gather insights on external markets and policy issues.

Job Specification

3.1 Education and Training

• Postgraduate Diploma in Business Administration or a related field; OR
• Bachelor of Science in Agricultural Economics, Agricultural Marketing, Agribusiness Management, or Bachelor of Commerce (Marketing).

3.2 Experience

• At least four (4) years’ relevant experience in agricultural marketing for Bachelor’s degree holders.
• At least three (3) years’ relevant experience for Postgraduate Diploma holders.
• Experience in field operations, data collection, or regulatory support is an added advantage.

3.3 Other Relevant Knowledge And Skills

• Computer literacy, particularly in data management and reporting tools.
• Strong analytical and problem-solving skills.
• Good communication and interpersonal skills.
• Basic negotiation skills.
• Knowledge of agricultural marketing systems.
• Understanding of public service rules and regulations.
• Ability to work effectively in teams and support stakeholder engagement.
• Basic management and coordination skills.

Authority and Responsibility

4.1 Responsibility for Work and Supervision

• The Marketing Officer supervises Assistant Marketing Officers, coordinates their activities, and monitors performance. Regular meetings are held (at least monthly) to review progress and address operational challenges.

4.2 Responsibility for Property

• The incumbent is responsible for safeguarding sectional assets, including computers, vehicles, office furniture, and other equipment.

4.3 Responsibility for Effects of Errors

• The Marketing Officer is accountable for work-related errors within the section, including those arising from inadequate supervision, which may result in loss, damage, or misuse of resources.

4.4 Decision-Making Authority

• The incumbent operates under the supervision of the Senior Marketing Officer and has limited decision-making authority. Routine operational decisions are made independently, while strategic, financial, and policy decisions require approval.

5.1 Problem Solving

• The role requires resolving routine operational challenges, including staff coordination issues and programme implementation constraints.

5.2 Supervision Received

• The Marketing Officer works with moderate independence and reports regularly to the Senior Marketing Officer for guidance and approval of plans and reports.

The Incumbent Maintains Regular Contact With

• Assistant Marketing Officers for supervision and coordination.
• Other sectional heads and government ministries on policy matters.
• Farmers, traders, cooperatives, and other stakeholders at district level.
