Assistant Director - Demand and Acquisition (12 Months Contract)

The formulation of South Africas Housing Policy commenced prior to the democratic elections, with the formation of the National Housing Forum. This forum was a multi-party non-governmental negotiating body comprising 19 members from business, the community, government, development organisations and political parties outside the government at the time. At these negotiations the foundation for the new government's Housing policy were developed and agreed to. This culminated in the achievement of the broad housing sector convention also referred to as the Housing Accord that concluded into the White Paper on Housing 1994 The Government of National Unity in 1994 made use of these negotiations and investigations when it formulated South Africas National Housing Policy. In October 1994 a National Housing Accord was signed by a range of stakeholders representing the homeless, government, communities and civil society, the financial sector, emerging contractors, the established construction industry, building material suppliers, employers, developers and the international community. This accord set down the beginning of the common vision that forms the essence of South Africas National Housing Policy. Most importantly, it comprised an agreement that all of these stakeholders would work together to achieve the vision encapsulated in the Accord. The National Housing Accord was soon followed by the Housing White Paper which was promulgated in December 1994. The White Paper sets out the framework for the National Housing Policy. All policy, programmes and guidelines which followed, fell within the framework set out in the White Paper. Requirements : A Matric plus an undergraduate qualification Degree/National Diploma (NQF level 6/7) as recognized by SAQA in Supply Chain Management. A minimum of 3 - 5 years' relevant experience within Supply Chain Management environment at Admin Officer level. The candidate should have knowledge of all the Public Service prescripts applicable to the role as well as the Department's mandate. Knowledge of performance management frameworks applicable in the Public Service and proven strategies in performance improvement. Duties : Perform the functional operation of Demand and Acquisition Management. Design and develop demand and acquisition management policies processes and procedures. Compile the procurement plan. Facilitate the execution of the procurement plan. Setting up the Bid Evaluation, Bid Adjudication and Bid Specification Committees and render a secretariat service to the relevant committees including the bid adjudication committee. Oversee the appointment of bid committee members. Compilation of bid documents and advertisements. Facilitate publishing of bid documents. Receipt (closing and opening) of bid documents. Ensure safekeeping and access to SCM records. Compile reports on the execution of the procurement plan and other related supply chain management administrative reports. Develop and manage the operational plan of the unit and report on progress as required. Develop, implement and maintain processes to ensure proper control of work. Compile and submit all required administrative reports. Plan and allocate work.
