Senior Manager Financial Accounting

Amatola Water is an essential water services utility in the Eastern Cape. Amatola Waters primary activity, as stipulated under the provisions of Sections 29 and 30 of the Act, is to provide bulk water services. In 1998, it was established as proclaimed in the Government Gazette No 18409 of 14 November 1997 by the Minister, as empowered by the Water Services Act (Act 108 of 1997) as well as the Public Finance Management Act No 1 of 1999 and is accountable to the Minister of Human Settlements, Water and Sanitation as its executive authority. In 1998 we started providing water services primarily to municipalities, under the provisions of the Water Services Act (Act 108 of 1997). Sections 29 and 30 of the legislation state that the primary activity of a water board is to provide bulk water services, secondary activities being subject to such activities not affecting the water boards primary role and capability. Since its establishment in 2007, Amatola Waters gazetted operational area has been grown more than three-fold to 47,515 km2. Minimum Qualification: BCom Degree majoring with Accounting/Financial Accounting or Finance (NQF Level 7) Minimum Experience: 5 years Management and Financial Accounting experience, including 3 years of payroll management Professional Registration: Chartered Accountant (South Africa) - CA (SA) OR Registration with a recognised professional body e.g. South African Institute of Chartered Accountants (SAICA/SAIPA/CIMA/ACCA/SAIGA) Key Outputs: Reporting to the Chief Financial Officer, the appointee will: Direct Revenue and Debt Management Direct the development and implementation of effective debt collection plans and customer engagement processes to optimise collections. Review debtor balances and approve or recommend appropriate provisions for doubtful debts in accordance with policy Direct Provision of Salary Administration Direct and review payroll processes to ensure valid, accurate, complete and timely payment of employees and third-party creditors Ensure effective maintenance and integration of payroll system with the accounting system Direct the payment of goods and services Direct cash flow management Direct and manage reporting of the Entity Oversee sundry payments Oversee transfer payments Coordinate financial accounting and reporting Direct preparation of GRAP compliant financial statements. Direct audit preparedness and processes. Research accounting reporting frameworks Research accounting reporting frameworks as well as developments thereto, to ensure the appropriate accounting is undertaken in accordance with standards Carry out reasonable and lawful instructions as given by the line manager/supervisor within the ambit of the position taking into consideration competencies and operational requirements Key Competencies: Computer literacy is a requirement Ability to work independently Accuracy Valid unendorsed driver's license Planning and organizing Problem solving skills Effective written and spoken communication Ability to manage people Multi-tasking ability
