Cost Controller

• Develop, implement, and maintain the project cost baseline document.

• Develop and maintain the project cashflow baseline document.

• Report on cost performance against contractual commitments and project cost baseline documents.

• Implement proper project cost control governance framework.

• Custodian of overall invoices on the project.

1.Project cost baseline document which is aligned with the project cost estimate and approved funding, work breakdown structure and the procurement / contracting strategy.

• Project cost baseline document.

• Project charter budget compiled from cost baseline document.

• Establishment and maintenance of the cost information data base including estimates and Bill of Quantities, actual equipment, labour, and material costs.

2. Monitoring and tracking of project changes against the approved project cost baseline and the project charter budget. Project cost reporting, forecasting and project closure.

• Monthly project cost reports and cost flow information.

• Monthly dashboard reports.

• Summary cost report to various stakeholder’s reports.

3. Project management of change process against cost baseline documents and contractual commitments.

• Conducts assurances to ensure compliance by external service providers with the agreed management of change procedure.

• Obtains / compiles cost estimate of the proposed variations.

• Monthly change management reports and change registers.

• Approved variation orders, variations from plans, potential variations from plans.

• Assurance reports.

4.  Contract administration and payment of invoices on time.

• Maintain close awareness on overall project invoicing and, as a signatory support the verification processes through internal and external meetings to ensure value for money in line with contract agreements.

• Approved proforma invoices and tax invoices.

• Approved payment certificates.

5. Maintain high standard of cost reporting and ensure that the project health status is reflected through accurate tracking and reporting of changes and risk and the remaining contingencies and risk allowances .

• Custodian of tender cost evaluation.

• Cost inputs to management reports based on monthly cost reports.

• Half-yearly way and end of the year accruals information from service providers within the agreed timelines.

• Earned value management reports.

• Projects capitalization and financial closures.

6. Manage key internal and external stakeholders.

• Achieve and maintain a healthy relationship with service providers and TCTA employees directly and indirectly involved with projects.

7. Manage project cost and schedule risk registers.

• Participate in risk sessions and workshop to ensure that the project risk registers are developed and maintained.

• Project updated risk register reports.

8. Participate in progress meetings with services providers

• Service Providers progress reports.

• Service provider project quality reports.

• Minutes of meetings.

9. Assurances and audits.

• Respond to cost related audit findings and develop and implement remedial actions.

• Remedial actions or actions plans and progress reports.

• Lessons learned reports.

• Update to the cost control procedures and management of change procedure.
